>  width=1 height=1>“当前已经没有哪个‘权威’机构或个人，能够说得清那个‘有利于石油供求关系’或者‘有利于产油国和消费国关系’的价格点位到底应该在哪里。但可以肯定的是，当前原油价格已经完全脱离了由供需基本面决定的均衡范畴。”5月26日，国家信息中心经济预测部经济师牛犁对中国经济时报记者说。
    国际原油期货价格已经站稳在130美元/桶。与此同时，接受本报记者采访的多位人士都不约而同地预言：今年11月的美国大选或许会成为刺破泡沫的“银针”，一路狂奔的原油价格或将在那时歇脚。
    无人敢言“顶”
    几乎每一位接受采访的市场人士都表示，“原油价格走势没法说。”
    “近期NYMEX原油期货价格只是在每桶125美元附近稍事休整，随后便继续延续着其超级上涨周期。”北京中期期货高级分析师李哲在接受中国经济时报记者采访时说，从美国商品交易委员会的每周境内期货持仓报告可以清楚地看到，原油期货的投机多头总体上仍在不断增加。上周净多头达到7万多手，占到了原油期货总持仓量的5%。
    他告诉本报记者，当前原油期货价格已经站稳130美元/桶，现在还没有资金撤出的迹象，大型投资基金都还在。
    “尤其夏季用油高峰快到了，每年的6-10月份也是大西洋(爱股,行情,资讯)飓风季节，油价更容易走高。”李哲说。
    至于会高到何处，李哲表示不好预计，“上半年不好说到顶，未来要达到高盛预期的200美元/桶也只是个时间问题。但是毕竟短期涨幅太大了，积聚起的泡沫也太大，此刻的市场缺乏刺破泡沫的一根‘银针’。”
    此前高盛的分析报告曾预计，国际市场油价今后两年内可能攀升至每桶200美元。于是，“200美元”迅速成为参照“标的”——“能否达到？达到后是否会有一个急跌过程？”
    面对市场众说纷纭，一位研究人士表示不以为然，“去年就有人预测过近两年油价攀升至290美元/桶的高位。一个月前高盛还将2008年均价调至105美元/桶，最近又将今年下半年原油均价预估调高至每桶141美元。可见油价会冲高到多少或者下跌到哪里，谁都很难说清楚。”
    “影响因素太多了。在供求基本面基础之上，还有美元贬值、地缘政治溢价、投机溢价等因素综合作用，所以其价格走势是不可预测的。”牛犁表示，唯一可以肯定的是，当前原油价格已经完全脱离了由供需基本面决定的均衡范畴。
    原油“赌局”
    在诸多因素中，投机被市场一致认为是推高油价的主导因素。
    牛犁告诉本报记者，当前主要是跨国游资和投行在油价背后的一种利益博弈，这是金融资本主义的典型操纵行为。
    多位接受本报记者采访的研究人士都表示，当前国际原油的供求是相对平衡的，并没有出现明显缺口，但油价却严重脱离供求基本面，呈现一种非理性暴涨。
    “当前的原油市场似乎成了一场赌局，而且筹码在越押越大。”一位业内分析人士说，石油从来都不仅仅是一种商品，它更是政治、经济博弈中各方角力的一个“砝码”。政治方面，美国热衷于中东冲突的利益驱动因素明显，共和党的高油价政策路人皆知，由于受石油供货商寡头支持，共和党上台多数时候是高油价和战争；经济方面，高盛的预测报告也常常在一个“特殊而恰当的时刻”发布。
    “类似高盛这样的大投行成了众矢之的。当前美国政府、议会都在改变对石油涨价的态度，甚至是被迫干预价格上涨。此时，投行的对策就是马上把价格预期抬得更高，以此摆脱干系。”据这位人士分析，高盛短期内迅速调高原油价格预期有两个背景：一是美国国会要求政府暂时停止增加战略石油储备，以期降低美国国内成品油价格；二是五大石油公司的代表受到了美国参议院司法委员会的质询。
    李哲也告诉本报记者，商品市场的定价中心在美国，它可以轻松地通过控制进口量和炼油厂开工状况来控制库存变化，以影响和控制油价。
    “美国11月要进行大选，目前可以期待的是油价在上半年冲高之后，下半年可能会通过一些政策在大选时有一个回落表现。毕竟美元已经持续六年贬值，民主党上台应该会让美元转强，让油价降低，这才符合他们所代表的中产阶级的利益。”金凯讯石化财经资讯市场分析员蔺轶说。
    “下半年的美国大选或许会是刺破原油泡沫的那根‘银针’。”李哲也表示。
    央企巨亏的背后
    一边是国际原油价格非理性暴涨，一边是国内汽、柴油价格因受政府管制已经七个多月没有上调。双重夹击下，中石油和中石化两家央企的亏损不断加剧。
    中石化董事会秘书陈革表示，当前中石化每生产1吨汽油和柴油，就要损失约3000元人民币。
    “中石油、中石化下面的炼油企业，随便哪家都是一个月亏损一两个亿。油炼得越多，亏得越多，一个炼厂一年能亏几十个亿，这严重打压了炼油企业的生产积极性。”蔺轶指出。
    数据显示，今年一季度，我国石化行业出现自2001年以来首次利润下降。中石油和中石化因炼油亏损等原因一季度净利润同比分别减少了28.6%和65.78%。虽然今年第一季度中石化已经获得了74亿元的补贴，相比2006年的50亿元和2007年的49亿元的年补贴总量，已经超出想像，但仍远不足以弥补其巨额亏损。
    在5月26日举行的股东大会上，中国石化(爱股,行情,资讯)董事长苏树林表示，公司所获石油进口退税所弥补的损失还不到该公司炼油损失的一半。目前，公司面临的压力比较大。但同时，为防今夏出现柴油和汽油短缺，中石化仍将增加成品油进口。
    当前，我国是全球原油第二大需求国，进口依存度达到50%。海关总署数据显示，今年一季度我国净进口原油4495万吨，同比增长14.9%；成品油净进口量达547万吨，同比增长31.8%，进口原油和成品油造成的贸易逆差累计近331亿美元。
    “尤其今年年初至今油价已经上涨了40%多，按照每吨相差400美元计算，今年我国要多承担600-700亿美元的额外支出。这个数额已经是一个相当大的负担了。”蔺轶说。
    上周，“成品油价格将被放开”的传言让中石油、中石化狂飙了一把，可见市场对油品价格上涨预期之强烈。
    中国能源研究会副理事长周大地近日表示，防通胀不等于不调整成品油价格，一味压制价格只会促使不合理的能源需求不断上升。国信证券也认为，上调成品油价格不但有利于消除持续通胀的预期，也打击了国际与国内的投机，有利于平抑价格。
    “国家对油、电等能源价格的管制都是暂时的，未来必然要上调，但考虑到国家今年的通胀压力，调价应该不会是在今年。”蔺轶对本报记者说。
    牛犁认为，上调油价本身对通胀的影响有限，但带来的预期却是“不得了的”。因为能源是工业、农业的基础，涉及面非常广，一旦油价调高，多个行业都会要求加价，这种间接影响将不可估量。同时，成品油价格如只上调20%或30%根本不能解决企业亏损的问题，而调高了市场更承受不了。
    “上调价格尚且如此，放开价格更是不可能”。海通证券(爱股,行情,资讯)分析师张琦告诉中国经济时报记者，中石油、中石化减亏更多地要寄希望于国家对特别收益金调整的政策。
    “比较可靠的消息是特别收益金起征点调整的方案已经报上去了。”张崎说，这个政策预期很大，因为最初起征特别收益金时就说过，原油价格超过80美元/桶，政府就会考虑调高起征点。
    蔺轶表示，国际原油价格持续暴涨必然激发市场对替代能源的需求，从而推动国际能源格局变革的出现。当前中国主要能源是煤炭和油，以后要发展核能来替代，煤化油、煤制油也是解决原油需求的方法，这是大趋势。国内许多大企业都已经在做了。中国和印度的能源格局如果能够实现突破和调整，国际原油市场需求将大幅削减。
